Not Just A Coal Block

The Hasdeo Arand forests spanning north Chhattisgarh’s Korba and Surguja districts comprise some of central India’s best contiguous tracts of forests, and are home to perennial water sources, rare plants as well as wildlife species, including elephants and leopards.

But this rich eco-system is also under threat because of the vast coal reserves it holds – the Hasdeo Arand Coalfield mapped by the Ministry of Coal has over a billion metric tonnes of proven coal reserves, across an area of 1878 square kilometres. 1502 square kilometres of this consist of forests.

The threat is accentuated with the central government’s swift moves in past weeks to hasten coal mining and acquisition of rural land from individuals and communities by corporations.

After its controversial coal mining bill was not passed in Parliament by the Rajya Sabha, the government re-issued an ordinance on 24 December 2014  to auction lands and forests across over 90 coal blocks (or mines), and to permit the commercial mining of coal. Read more

Villagers protest coal mines re-allotment in Chhattisgarh

With the beginning of fresh allotment of coal blocks by the Centre, villagers of North Chhattisgarh, the area which is rich in coal reserves, have intensified their protest against the move.

As many as 17 gram sabhas, falling under Hasdeo-Arand coalfield, have passed a resolution opposing the reallotment of coal mines and have written to higher authorities seeking dialogue on the issue. “We won’t allow any mining activity in our villages and forests. Through this resolution we have urged both the Centre and state government to neither allocate coal blocks to public sector undertakings nor to private players,” Umeshwar Singh Armo, Sarpanch of Mandapur panchyat of the region, told PTI.

Hasdeo-Arand coalfield, spread over an area of 1,878 sq kms over Korba, Surguja and Surajpur districts in north Chhattisgarh, is located about 300 kms away from the state capital. Of the total area, 1,502 sq km area is under biodiversity-rich forest cover. The coalfield has total estimated reserves of 5.1709 billion tonne.

Around 30 blocks have been identified so far in the region, of which 16 were allocated to various public sector and private players but their allocations was subsequently cancelled following the Supreme Court order. Mining is operational in 3 blocks – Chotia by Prakash Industries, Parsa East and Kete Basan by a joint venture of Adani group and Rajasthan Rajya Vidyut Utpadan Nigam Limited. “Without taking consent of gram sabhas, government has once again listed coal blocks of our region for fresh auctioning and allotment. पन्ना मे स्थानीय आदिवासियों ने कलेक्टर एवं वन विभाग के अधिकारियों को सौपा पत्र

बहेरा ग्राम मे पुश्तो से बसे हुये आदिवासी जिनको वन अधिकार कानून के अंतर्गत पट्टे के लिए दिये गए थे। उनको जबरन वहाँ से हटाया जा रहा है। स्थानीय आदिवासियों का कहना है कि भूमि अधिकार पत्र आदिवासियो को सौपा जाय। यदि ऐसा नही होता है तो आदिवासियो को मजबूरन प्रशासन के विरुद्ध आंदोलन करना पड़ेगा। ग्रामीणो का कहना है कि सभी ग्रामवासी भूमिहीन एवं आवासहीन है। तथा बिना कोई सूचना दिये वन अमले द्वारा हटाये जाने की कार्यवाही की जा रही है। इस आशय का ज्ञापन लेकर कलेक्टर को दिया जा रहा है। ज्ञापन सौपने वालों मे सज्जू आदिवासी, हरीलाल गौड़, अखिलेश आदिवासी छोटा, राधा, रामदीन, जयंती, रामकली, द्रौपदी, कविता, शीला, मेनबाई, सकुनबाइ, महंती, नीमबाई, रामनरेश, प्रियाबई, जीवनलाल, सिया, अमर कुमार, मस्तराम, बाटा, मटरतान, बसंता सहित बड़ी संख्या मे आदिवासी समाज एवं पुरुष तथा बच्चे शामिल रहे। इसके साथ ही समाजसेवी युसुफबेग तथा कांग्रेसी नेता अनीष खान ज्ञापन कार्यक्रम मे उपस्थित रहे।

अगर सरकार की बनाई सुब्रह्मण्यम कमेटी की सिफ़ारिशों पर अमल हुआ, तो जंगलों की कटाई और पहाड़ों की खुदाई आसान हो जाएगी। उद्योग जगत खुद ही तय करेगा कि उसने कायदे तोड़े हैं या नहीं। अब जानकार ये भी कह रहे हैं कि कमेटी ही गैरकानूनी है।

Asbestos mining: NGT raps MoEF for vague response

New Delhi: Perturbed by illegal and unscientific asbestos mining across the country, the National Green Tribunal Friday pulled up the Environment Ministry (MoEF) for providing a “vague and uncertain” response.

A bench, headed by NGT Chairperson Justice Swatanter Kumar, made the observation after going through an affidavit filed by the Ministry of Environment and Forests(MoEF) and fixed the matter for further consideration on December 23.

“None of the affidavits is specific as to what steps have been taken by the Ministry of Environment and Forests or any other authority of the State to answer a question as to whether any asbestos mining was being carried on in any part of the State or not. Affidavit filed by the MoEF is vague and uncertain.

“It is undisputable that asbestos mining activity is considered hazardous and causes serious environmental and health hazard including dangerous diseases like cancer etc. We are constrained to observe that concerned Ministry and appropriate authorities of the state are expected to exercise their power to prevent and control degradation of environment and harm to public health,” the bench said. Read more

174 क्रेशरों पर ग्रीन ट्रिब्यूनल की रोक, 52 लाइसेंसी और बाकी गैर लाइसेंसी

नेशनल ग्रीन ट्रिब्यूनल की भोपाल स्थित सेंट्रल जोन बैंच ने सीकर जिले में स्थित 174 स्टोन क्रेशरों को तुरंत प्रभाव से बंद करने का आदेश दिया है। नीमकाथाना के भराला गांव निवासी कैलाश मीणा की जनहित याचिका पर सुनवाई करते हुए जस्टिस दिलीप सिंह ने 174 क्रेशरों पर रोक लगाने का आदेश दिए। ग्रीन ट्रिब्यूनल ने सभी स्टोन क्रेशरों की मशीनरी जब्त करने और इनकी बिजली व पानी की आपूर्ति तुरंत प्रभाव से बंद करने के आदेश दिए हैं। और साथ ही राज्य सरकार से ये भी कहा कि समूचे प्रदेश में सर्वे कराया जाए और अवैध रूप से चल रहे स्टोन क्रेशरों को जब्त किया जाए।

ग्रीन ट्रिब्यूनल ने 52 ऐसे स्टोन क्रेशरों को राहत देने से इनकार कर दिया, जिनके पास लाइसेंस थे। विस्तार से देखें।

Public hearing on Odisha coal block called off following strong resistance by villagers

A controversial public hearing for the Mahaguj Colliery Limited’s coal block here had to be called off today after angry people of five panchayats including Bagadia, Machakut under Chhendipada block of Angul district in Odisha dismantled the stage and the tent put up here by the administration for the hearing.

The people are opposed to a coal mining project in their area as it is a fertile land that offers them subsistence.

There are reports that the senior district officials including the sub-collector and the ADM, who had reached the spot of the public hearing, have had to face the ire of the people. Read more

Cancel public hearing at Chhendipada: Samantara

Well-known social activist and president of Lok Shakti Abhiyan Prafulla Samantara has urged the Odisha State Pollution Control Board to cancel public hearing for Machakut coal mining scheduled to be held on Thursday at Chhendipada in Angul district of the State.

“The people of five gram panchayats including Bagadia, Machakut under Chhendipada Block Angul district have been protesting not to allow mining of coal in their agriculture land since the notification for land acquisition came out,” Samantara has said in a letter to the Member-Secretary of Odisha State Pollution Control Board.

“The natural resources like fertile agricultural land, forest, natural streams, and rivers will be destroyed by mining of coal.”

But against the will of the villagers the government is trying to have acquisition of land forcefully which could not take place till now due to democratic people’s resistance, Samantara said. Read more

क्रशरों के खिलाफ फूटा गुस्सा

साइट का निरीक्षण करने पहुंचे पीसीबी के अफसर को लोगों ने घेरा

कीर्तिनगर। स्टोन क्रशर के विरोध में आंदोलित ग्रामीणों ने साइट का निरीक्षण करने पहुंचे उत्तराखंड पर्यावरण सरंक्षण एवं प्रदूषण नियंत्रण बोर्ड के क्षेत्रीय अधिकारी का घेराव किया।

ग्रामीणों ने आक्रोश जताया कि पर्यावरण बोर्ड से एनओसी लिए बिना ही चल रहे क्रशरों पर कार्रवाई नहीं की जा रही है। प्रदूषण नियंत्रण बोर्ड के क्षेत्रीय अधिकारी का कहना है कि दो क्रशरों के आवेदन विभाग को मिले हैं। अभी एनओसी निर्गत किया जाना बाकी है। बिना एनओसी के चल रहे क्रशरों पर एक्ट के तहत कार्रवाई की जाएगी।

क्षेत्र में पांच स्टोन क्रशरों को लगाए जाने की शासन से मिली अनुमति के विरोध में मलेथा के ग्रामीणों का धरना प्रदर्शन 19वें दिन भी जारी रहा। रविवार को मलेथा में स्टोन क्रशरों की साइट का निरीक्षण करने उत्तराखंड पर्यावरण संरक्षण एवं प्रदूषण नियंत्रण बोर्ड के क्षेत्रीय अधिकारी एनएस राणा पहुंचे तो ग्रामीणों ने उनका घेराव कर दिया। ग्रामीणों ने आक्रोश जताया कि क्षेत्र में बिना पर्यावरण बोर्ड की अनुमति के क्रशर चल रहे हैं, लेकिन विभाग उन पर कोई कार्रवाई नहीं कर रहा है। प्रदूषण नियंत्रण बोर्ड के क्षेत्रीय अधिकारी एनएस राणा ने कहा कि दो क्रशरों ने विभाग में आवेदन किया है। मानकों की पूर्ति के बाद ही इन क्रशरों को एनओसी निर्गत की जाएगी। शेष तीन क्रशरों ने विभाग में कोई आवेदन नहीं किया है। घेराव करने वालों में ग्राम प्रधान शूरवीर सिंह बिष्ट, राजेंद्र सिंह राणा, हरीश बलूनी, दिनेश भट्ट, गंगा सिंह, नंदा देवी, रुकमणी देवी, लक्ष्मी देवी, विधाता देवी, सीता देवी यशोदा देवी आदि शामिल थे।

खनन के खिलाफ आधी सदी का कामयाब मोर्चा

चंबा (नई टिहरी)। जहां एक ओर माफिया ने अवैध खनन के जरिये उत्तराखंड के कई पहाड़ और नदियां खोद डाले हैं। ऐसे में गढ़वाल की हेंवलघाटी के लोगों के साहस को सलाम करना होगा जिन्होंने 1962 से लगातार खनन के खिलाफ आंदोलन चलाकर माफिया के मंसूबों को नेस्तनाबूद कर दिया है। मार्ग में बड़ी-बड़ी बाधाएं आईं, धनबल, बाहुबल का इस्तेमाल हुआ लेकिन आंदोलनकारी न टूटे, न झुके। खनन तो दूर क्या मजाल कभी कोई एक पत्थर भी उठा पाया हो। इस आंदोलन के कई अगुवा तो स्वर्ग भी सिधार गए हैं, लेकिन यह आंदोलन 2014 में भी पूरे जोश के साथ जारी है। कटाल्डी गांव में खनन का पट्टा सरकार ने दिया है। ग्रामीणों के विरोध के बाद बीते साल टिहरी के डीएम ने खनन को क्षेत्र के लिए नुकसानदेह बताकर अपनी रिपोर्ट शासन को भेजी थी। शासन स्तर से मामला अभी लंबित है। इस बाबत ग्रामीण एक बड़ी बैठक बुलाने की तैयारी कर रहे हैं। विस्तार से देखें..
