NEW DELHI: Will the NDA’s coal block auctions fix the mess in India’s coal sector? With the draft rules of the proposed coal block auctions in the public domain, a set of industry experts says things are getting muddled as the government tries to balance contrasting objectives. The auctions follow the Supreme Court’s cancellation of more than 200 coal block allotments, which it held as illegal and arbitrary. These included blocks that were operational or close to starting production. The draft rules for auction or allocation of coal blocks were prepared to implement the Coal Mines (Special Provisions) Ordinance and released last week.
